Recently resurrecting her career as a Fiber artist since retiring after a 25-year career in Waste Management, Long story there.   Her pieces have been exhibited in the past two Governor’s Biennials, at Arts Night 2019 – juror’s award, USD fine arts, Orange City Arts juried exhibition.

The arts have been a part of her life from an early age with an art Major in Junior High & High School and a BFA from Syracuse University in New York.

Her Arts career includes positions teaching Fiber arts at USD Fine Arts and Various Arts Disciplines at Yankton College, and Worthington Community College.  In between and during Ms. Packard/ Phyllis provided weaving experiences to over 60 communities / or schools through the SDAC AIS programs., which included two years in prison.  She directed a prison industry entitled Black sheep weavers producing tapestries designed and woven by inmates.

She lives in Vermillion SD overlooking the Missouri River valley.
